About Bermuda Civil Aviation Authority: 

The Bermuda Aircraft Registry is the largest offshore aircraft registry and ranks 10th in size when compared to the 193 signatory States to the Convention on International Civil Aviation. The current Registry includes a mix of both private aircraft and commercial aircraft operated on a Bermuda AOC or under Article 83 bis Agreements of the Convention on International Civil Aviation. Bermuda's Registry has earned a solid reputation internationally for being safe and well-regulated. It is owned and managed by the Bermuda Civil Aviation Authority (BCAA), which is in full compliance with the Standards and Recommended Practices (SARP) of the International Civil Aviation Organisation (ICAO). The Registry's size is a reflection of Bermuda's status as the jurisdiction of choice for aircraft registration, with excellent credibility, high regulatory standards and professional staff.

 

The Bermuda Aircraft Registry has airworthiness operations based in Shanghai, China to make the process of registering an aircraft in the Asia-Pacific region easier and more efficient. A dedicated and highly qualified Inspector, fluent in Chinese and English, assists Bermuda clients with the process of registering aircraft offshore.

Liam Byrne, Director of Business Development, BCAA

Liam Byrne is the newly appointed Director of Business Development for the Bermuda Civil Aviation Authority.

He has held senior commercial and operational positions with TransAer International Airlines, Lufthansa Consulting and latterly with the UK CAA where he managed  business development activities in all key markets as Senior Manager International Development within CAA International.

He has led advisory services business development and projects in safety regulatory policy and oversight, safety management, strategy development and airline/aviation authorities capacity building.

 

Len Cormier, Safety Oversight Consultant, BCAA

Len Cormier is a Safety Oversight Consultant for the Bermuda Civil Aviation Authority (BCAA) and also provides technical support to the Bermuda Aircraft Registry.

Prior to working in Bermuda, Len was engaged by the International Civil Aviation Organisation (ICAO) for 14 years as a Chief Technical Advisor in the Asia Pacific region. Over this period, he was responsible for assisting states in strengthening their safety oversight programmes.

He was previously engaged by Transport Canada for 20 years as an inspector and manager in the area of personnel licensing, aerodromes and flight standards. For most of that period, he was responsible for the development of air operator regulations and standards, as well as oversight of air operators.

Len began his aviation career as a pilot for various air operators in Canada. He holds a Canadian Airline Transport Pilots License and is type qualified on the DC-3, C550, CL601, B737, B757, B767 airplanes and on the Bell 206 helicopter.
